Between 1996 and 2000 he earned a bachelor's degree in law at Tefekkur University. He then completed a master's degree at the Faculty of Law of Baku State University in 2004–2006. He also studied public and municipal administration at the Academy of Public Administration under the President of the Republic of Azerbaijan.

Bayramov began his professional career in 2001 as a lawyer at "Namig-84" LLC. From 2008 to 2018, for ten years, he worked as a lawyer at "NAN" LLC, gaining significant experience in corporate and contract law.
From December 2019 to February 2020 he worked as a lawyer at the Amirjan Municipality of the Surakhani district. Since February 2020 he has served as a lawyer in the Legal Department of the Surakhani District Executive Authority.
